What is Excise Duty?
Excise duty (XIDExcise Duty — the largest vehicle import tax — per cc or per kW by gazette, under the Excise Special Provisions Act) is the largest tax component when importing a vehicle to Sri Lanka. It is charged per cubic centimetre of engine capacity (Rs/cc) for petrol, diesel, hybrid and plug-in hybrid vehicles, and per kilowatt of motor power (Rs/kW, in age tiers) for electric vehicles — often exceeding the vehicle's CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance value by 2-4 times.
Why Excise is So High
The government uses excise duty to:
- Control vehicle imports (reduce foreign exchange outflow)
- Encourage smaller, fuel-efficient vehicles
- Promote electric and hybrid vehicles
- Generate significant tax revenue
How Excise is Calculated
Formula
Excise Duty = Engine Capacity (cc) × Rate per cc (ICE / Hybrid / PHEV)
Excise Duty = Motor Power (kW) × Age-tiered rate per kW (EV / REEV)Excise is not a percentage of the vehicle's value — it is a fixed rupee rate per unit of engine capacity or motor power, set by gazette. This means the duty depends only on the vehicle's specification, not its price.

Impact of Engine Size on Tax
Example: How 300cc Changes Everything
Let's compare a 1500cc vs 1800cc vehicle with the same $15,000 CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance (Rs. 4,950,000 at Rs. 330/$):
Vehicle A: 1500cc Petrol
| Item | Amount |
|---|---|
| CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance (Rs. 330/$) | Rs. 4,950,000 |
| Customs Duty (30%) | Rs. 1,485,000 |
| CIDCustoms Import Duty — the base import duty charged on a vehicle’s CIF value Surcharge (50%) | Rs. 742,500 |
| Excise (1500 × Rs. 4,450) | Rs. 6,675,000 |
| Luxury Tax (CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance < 5M) | Rs. 0 |
| +10% CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance uplift (VATValue Added Tax — consumption tax charged at each stage of sale Act s.6 base) | Rs. 495,000 |
| SSCLSocial Security Contribution Levy — 2.5% turnover-based levy introduced in 2022 (2.5% of Rs. 14,347,500 base) | Rs. 358,688 |
| VATValue Added Tax — consumption tax charged at each stage of sale (18% of Rs. 14,347,500 base) | Rs. 2,582,550 |
| Total Tax | Rs. 11,843,738 |
| Landed Cost | Rs. 16,793,738 |
The +10% CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance uplift is a statutory base adjustment under VATValue Added Tax — consumption tax charged at each stage of sale Act s.6 — not a separate tax. SSCLSocial Security Contribution Levy — 2.5% turnover-based levy introduced in 2022 and VATValue Added Tax — consumption tax charged at each stage of sale are each charged on the same base: (CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance × 1.10) + CIDCustoms Import Duty — the base import duty charged on a vehicle’s CIF value + surcharge + excise + luxury tax.
Vehicle B: 1800cc Petrol
| Item | Amount |
|---|---|
| CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance (Rs. 330/$) | Rs. 4,950,000 |
| Customs Duty (30%) | Rs. 1,485,000 |
| CIDCustoms Import Duty — the base import duty charged on a vehicle’s CIF value Surcharge (50%) | Rs. 742,500 |
| Excise (1800 × Rs. 6,400) | Rs. 11,520,000 |
| Luxury Tax (CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance < 5M) | Rs. 0 |
| +10% CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance uplift (VATValue Added Tax — consumption tax charged at each stage of sale Act s.6 base) | Rs. 495,000 |
| SSCLSocial Security Contribution Levy — 2.5% turnover-based levy introduced in 2022 (2.5% of Rs. 19,192,500 base) | Rs. 479,813 |
| VATValue Added Tax — consumption tax charged at each stage of sale (18% of Rs. 19,192,500 base) | Rs. 3,454,650 |
| Total Tax | Rs. 17,681,963 |
| Landed Cost | Rs. 22,631,963 |
300cc difference = Rs. 5.84 MILLION more tax!
Why EV Excise is Much Lower
Comparison Table (same vehicle class)
| Vehicle | Basis | Rate | Excise Amount |
|---|---|---|---|
| Petrol 2000cc | 2,000cc | Rs. 7,700/cc | Rs. 15,400,000 |
| Diesel 2000cc | 2,000cc | Rs. 9,650/cc | Rs. 19,300,000 |
| Petrol Hybrid 2000cc | 2,000cc | Rs. 6,900/cc | Rs. 13,800,000 |
| Electric 150kW (≤1yr) | 150kW | Rs. 36,200/kW | Rs. 5,430,000 |
EV excise is roughly 60-65% lower than petrol for a comparable vehicle — and unlike ICE excise, EV excise does not scale with the vehicle's CIFCost, Insurance and Freight — import pricing term covering goods + shipping + insurance value.
Gazette Notifications
Excise rates are set by government gazette notifications. The rate tables above match the calculator's verified rate source; the gazette-number history below is listed for reference — the authoritative texts are on documents.gov.lk:

How to Minimize Excise
Strategy 1: Choose Smaller Engine
Staying under each threshold saves millions:
| Threshold | Stay Under | Excise Saved on That cc |
|---|---|---|
| 1500cc → 1501cc | Buy 1500cc | Rs. 4,450 → Rs. 5,150 per cc |
| 1800cc → 1801cc | Buy 1800cc | Rs. 6,400 → Rs. 7,700 per cc |
| 2000cc → 2001cc | Buy 2000cc | Rs. 7,700 → Rs. 8,450 per cc |
| 2500cc → 2501cc | Buy 2500cc | Rs. 8,450 → Rs. 9,650 per cc |
Strategy 2: Go Electric or Hybrid
Tax incentives make EVs significantly cheaper despite higher vehicle price.
Strategy 3: Avoid Luxury Segment
3000cc+ vehicles face maximum rates. Consider alternatives.
Common Misconceptions
❌ "Excise is calculated on purchase price"
Truth: Excise is charged per cc of engine capacity (or per kW for EVs) — the vehicle's price does not enter the excise formula at all.
❌ "All hybrids get low excise"
Truth: Only genuine full hybrids and PHEVs qualify. Mild hybrids may be taxed as petrol.
❌ "Newer cars have lower excise"
Truth: For EVs, age directly determines the excise tier (≤12, 13-36, or >36 months). For ICE vehicles, age affects import eligibility but not the per-cc excise rate.
❌ "I can declare lower CIF to reduce excise"
Truth: Customs verify against databases. Under-declaration leads to penalties and seizure.

Frequently Asked Questions
"Why is excise duty so high in Sri Lanka?"
The government uses excise to control vehicle imports (reduce forex outflow), encourage smaller/efficient vehicles, promote EVs/hybrids, and generate revenue. It's a deliberate policy tool.
"Can excise rates change suddenly?"
Yes. Excise rates are set by gazette notification and can change without parliamentary approval. Always verify rates close to your import date.
"Is there any way to legally reduce excise?"
Choose smaller engines (stay under per-cc band thresholds like 1500cc, 1800cc, 2000cc), go electric (per-kW rates are far lower), or hybrid (reduced per-cc rates). For EVs, a younger vehicle also qualifies for a lower age tier. There's no way to reduce excise on the same vehicle specification.
